Base on this memorandum we are not to be issued any ticket / citation due to not having an ICC stickers on our helmet.

MDPPA Assn post on their FB page regarding Helmet Law
In view of the forthcoming full implementation of the Helmet Law on August 1, 2012, all users of old helmets are required to have their helmets stickered with the NEW ICC MARK. This is scheduled on JULY 19 – 31, 2012 (except Saturdays and Sundays). The Bureau of Products Standanrds (BPS) is coordinating with the offices of Metro Manila City Mayors in areas concerned for the smooth conduct of the same. Meantime that the BPS is finalizing the specific venues, you may proceed to the BPS Office, 3rd Floor, Department of Trade and Industry, 361 Sen. Gil J. Puyat Avenue, Makati City. We will keep you posted as soon as we get the list. Thank you.

ABOUT THE ICC STICKER

Yesterday, I decided to call up ARMAS NSG Sean Dela Vega Ebue if he has any plans for the day and if he is available… Where to go? We decided to go to DTI-BPS along Buendia Makati to see how the process of getting an ICC Sticker for my helmet.
Having three (3) helmets (Zeus, LS2 and MRC) mabuti na lang ang dala ko ng araw na yun ay ang aking MRC kasi yun dalawa may ICC sticker na nung nabili ko at para malaman ko na din ang proseso ng pagkuha nito kasi we know for a fact that come August 1, 2012 RA 10025 will be implemented.
Exactly 10:30AM when we arrived at DTI-BPS not knowing that there was an on going public hearing for the ICC sticker implementation we sneak in to hear the said public consultation and found out the following:
DTI has recorded about 600,000+++ helmets that has been issued stickers. More than 3.6 million helmets to go for each rider out on the streets and another good number for their passengers...
DTI will have an extension/satellite offices para mabigyan naman ang iba ng ICC stickers LIBRE LANG PO ITO pero hanggang sa katapusan lang ng July ito. Pagdating ng August 1 may bayad na po
Narinig ko din sa usapan na ang una nila huhulihin ay yun mga walang helmet muna at matapos ang taon na ito saka isusunod ang mga walang ICC sticker eh kesa naman mag antay pa ng matapos ang taon mabuti nay un mag siguro na tayo mga kasama BAKA MAGSISI dahil walang ICC “,)

Helmet law now in full swing
AN ACT mandating all motorcycle drivers to wear standard protective motorcycle helmets while driving is now in full effect nationwide.
The memorandum circular on the Republic Act (RA) 10054 or the helmet law issued on December 26, 2011, was already received by all regional offices of the Land Transportation Office (LTO), Department of Transportation and Communications (DOTC) and the Department of Trade and Industry (DTI).

CITOM Resolution regarding the Helmet ICC sticker law
CEBU CITY TRAFFIC OPERATIONS MANAGEMENT BOARD HELD ON July 16, 2012 AT 9:00 A.M., AT CITOM OFFICE CONFERENCE ROOM
A Resolution respectfully requesting Honorable Mar Roxas, Secretary of the Department of Transportation and Communications (DOTC), and the Honorable Gregory L. Domingo, Secretary of the Department of Trade and Industry (DTI), to defer the implementation of Republic Act 10054.
Whereas, the CITY TRAFFIC OPERATIONS MANAGEMENT (CITOM) board received a copy of RA 10054 of 2009, the DOTC-DTI Joint Administrative Order no. 2011-01 dated December 26, 2011 entitled RULES AND REGULATIONS IMPLEMENTING THE PROVISIONS OF RA 10054, and the LTO Memorandum Circular No. : VPT-2012-1608 issued on January 18, 2012 to all officials and employees of LTO Central and Regional Offices.
Whereas, the following concerns were raised and received by the CITOM board chairman and members regarding RA 10054 and its implementation:
a. That the basis for requiring P101.25 as fee in obtaining the appropriate sticker from DTI are not provided in RA 10054 and the DOTC-DTI Joint Admin Order 2011-01;
b. That the reasonableness of the imposition of the P101.25 fee is questionable considering that most of those who are using motorcycles as a main mode of transportation generally belong to the low to mid income earners, plus their valuable time is needlessly consumed in their application processing and inspection of their helmets;
c. Owners and/or drivers of most motorcycles who have already purchased helmets from stores prior to the effectivity of RA 10054 are unfairly treated because the law is made applicable to them despite the fact that they have already legally purchased these helmets before the law took effect with full trust and confidence to the government agencies of the standards of these helmets upon their purchase, despite the fact that most helmets locally purchased, even recently, already have the previous DTI issued PS or ICC marks which are no longer valid under the new Joint Administrative Order, thus, they should not be penalized with additional burdens;
d. Despite the provision in RA 10054 and the DOTC-DTI joint Admin Order section 13.1 of a mandatory six (6) months national information and education campaign after the approval of the Joint Admin Order on December 26, 2011, there are still many motorcycle owners/drivers and passengers who are not knowledgeable with this law, all its important provisions, and its implementing rules, thereby causing confusion and concern among the motorcycle riding community. There is still confusion on what is an approved “standard” helmet, whether full face or not, and other allowed or disallowed specifications, plus other concerns which were not clarified in the guidelines.
e. Despite the availability of various media outfits for this purpose (radio, TV, print, billboards, etc.), there are still no visible or audible efforts to translate to local dialects the details and provisions of this law which would have surely helped in its promotion and public information dissemination.
f. On Joint Admin Order section 4.2 it is stated “The DTI shall consider the recommendation of law enforcement units, LGU’s and NGO’s to ban full faced helmets for crime prevention and detection and other security reasons”, thus this provision shall add to the confusion as to which standards to follow, or what helmets will be allowed in a particular locality.
Wherefore, in view of the foregoing,
It is hereby resolved that CITOM respectfully requests Honorable Mar Roxas, Secretary of the Department of Transportation and Communications, and the Honorable Gregory L. Domingo, Secretary of the Department of Trade and Industry, to defer the implementation of RA 10054 until the foregoing concerns are fully addressed.
Resolved further to provide copies of this resolution to Honorable Mayor Michael L. Rama, Cebu City Mayor, and the Honorable members of the City of Cebu.
Resolved finally to provide a copy of this resolution to His Excellency, President Benigno Aquino III, President of the Republic of the Philippines. Carried and Approved Unanimously by the CITOM Board.

Acquiring ICC stickers for helmet
Does your present helmet has an ICC sticker? This is one requirement of a new law which will be implemented starting August of this year. Unfortunately, we do not receive a lot of updates about this either in news print or tv. Hopefully our co-riders who do not have access to the internet or those who does not care about any motorcycle law will not be shocked when they are apprehended on August due to not wearing a helmet with ICC stickers or with DOT mark.
For those who are aware of this law, let me share a sample application for in getting an ICC sticker for those helmets that was bought without them.
This sample application form was shared by my co-club member in PBRC, Martin Nuke (thank you boss for the share). Processing fee is Php 100 and the sticker cost Php 1.25.
According to Senior Trade and Industry Development Specialist Violeta F. Farro of DTI : "kailangan na magsadya sa kanilang tanggapan ang mga motorista upang mag-sumite ng aplikasyon at malagyan ng ICC sticker ang kanilang mga helmet.
Dagdag pa niya, ang mga motorista na may helmet at dati ng may ICC sticker ay hindi na sila kailangan mag-aplay kung hindi magsadya pa rin sa kanilang tanggapan upang masuri ito.
Dapat rin na matibay ang bahagi ng helmet at kumpleto, hindi basag at walang sira, nakikita dapat ang brand name nito at hindi ito pinalitan, kailangan din na may kalidad at pasado ito sa pagsusuri ng DTI.
Ito ay batay pa rin sa BPS memorandum circular no. 01-A.
Ayon pa rin kay Farro, makikita din sa tanggapan ng DTI ang talaan ng ibat-ibang brand ng helmet na kailangan isyuhan ng ICC sticker."

Just remember, if you just purchased your helmet and you know that it passes the industry standard, then just get an ICC sticker. If your purchased your helmet "sa suking tabi-tabi", don't bother to get an ICC sticker as your helmet may not pass the test.
