My THH helmet with ICC Sticker

As the deadline for having our helmet be DTI certified, I asked my father to have my helmet be inspected by DTI and have an ICC sticker markings be put on it. So just this second week of November, my parents brought my helmet to DTI office in front of SM Megamall and they were able to register my helmets. My Honda Jeta helmet has an ICC sticker but still needs to be validated.

For those who still do not know, as per my father, they were informed that even if your helmet has an ICC sticker but you do not have any ICC validation paper, you will still be fined Php 500.00. So for those who have an ICC sticker but do not have any ICC validation paper, please have your helmet validated.

ATTENTION:

Starting November 5, application form is no longer needed for sticker marking of the motorcycle helmet. You only need to present a valid government-issued ID (e.g. driver's license) and the helmet itself for inspection.

For those who were not able to have their helmets marked during their scheduled month (according to their last name), DTI will have special weekend inspections at 4 major SM Malls this November, starting November 9. Schedule is as follows:

Fridays and Saturdays of November, starting November 9, 10am to 7pm at the following:
- SM Megamall
- SM Mall of Asia
- SM North Edsa
- SM Manila

DIY Tank Side Protector

As I am reading some threads in MCP (Motorcycle Philippines), I came across a thread asking for any Tank Side Protector for his Honda CB110.

As I own a CB110, I also did try looking for a Tank Side Protector before but was dismayed as there ano no local / fake Tank Side protector, most of the tank side protector that I saw is either advertised abroad or order abroad, which cost around Php 3,500. Which, for most of us is not a good price to pay especially if you simply own a not that expensive motorcycle such as a CB110 or Rouser 135.

For us, instead of purchasing this, we can use Carbon Fiber sticker which are readily available almost anywhere and will cost less and is available in different colors.

Once you purchase a carbon fiber sticker then you can follow the steps below on how to create your own tank grip.

2. Trace your layout on your carbon fiber sticker; cut and stick on your tank.


Remember, this may help in reducing scratches on your tank but this does not give the same comfort as the original tank grip. Again, this is a cheap alternative for having a tank side protector grip.

First things first, I would like to thank our brothers from MRO/MAP headed by comrade/brother
Jobert Bolanos for paving the way and opening the line of communication between the DTI and Rider Groups... Just finished having a meeting with DTI/BPS Head Engr. Mario Gaudiano and he has heeded our call for a weekend ICC validation on helmets dahil nga naman sa ating mga kapatid na rider na nagta trabaho during weekdays. My Honda Jeta Helmet

Just got my Honda Jeta Helmet last night from Boss Carole Shelby (Thank you boss sa pagbili). I decided to purchase a new helmet rather than wasting my time lining up in DTI offices to get an ICC sticker for my present helmet. Another reason that I did not bother to get an ICC sticker for my present helmet is because it is more than 5 years old and I guess it is about time to change it.

One reason that I purchase a Honda Jeta Helmet is because it is made by Index (Certified original) Thailand and it is the cheapest helmet that is available in the market that is certified by DTI. As, the implementation of the helmet law is still next year, I will start wearing my Jeta Helmet by January 2013.

Cainta - Makati Road last August 7, 2012

This is a late post, well..I don't have any time posting this last August 8-10 as I am very busy watching TV for an update regarding our weather here in Manila.

Anyways, the pictures below will give you some idea on how it was like here in Manila when Habagat started devasting NCR. I've taken the pictures on my way home from work (Makati). Most of the road that I passed is either below knee or knee deep. I was glad that my motorcycle is a CB110 which allows me to pass the flooded street with ease.












For August 8 and 9, I was not able to go out our subdivision as the floods on the streets above is already waist deep compared to the day before.

For riders like me, I do suggest that you check first if your motorcycle is capable of traversing the flooded street, also check the height of the flood, remember you can traverse the street as long as your muffler is not reach by the water.

MDPPA Assn post on their FB page regarding Helmet Law

In view of the forthcoming full implementation of the Helmet Law on August 1, 2012, all users of old helmets are required to have their helmets stickered with the NEW ICC MARK. This is scheduled on JULY 19 – 31, 2012 (except Saturdays and Sundays). The Bureau of Products Standanrds (BPS) is coordinating with the offices of Metro Manila City Mayors in areas concerned for the smooth conduct of the same. Meantime that the BPS is finalizing the specific venues, you may proceed to the BPS Office, 3rd Floor, Department of Trade and Industry, 361 Sen. Gil J. Puyat Avenue, Makati City. ABOUT THE ICC STICKER

Yesterday, I decided to call up ARMAS NSG Sean Dela Vega Ebue if he has any plans for the day and if he is available… Where to go? We decided to go to DTI-BPS along Buendia Makati to see how the process of getting an ICC Sticker for my helmet.

Having three (3) helmets (Zeus, LS2 and MRC) mabuti na lang ang dala ko ng araw na yun ay ang aking MRC kasi yun dalawa may ICC sticker na nung nabili ko at para malaman ko na din ang proseso ng pagkuha nito kasi we know for a fact that come August 1, 2012 RA 10025 will be implemented.

Exactly 10:30AM when we arrived at DTI-BPS not knowing that there was an on going public hearing for the ICC sticker implementation we sneak in to hear the said public consultation and found out the following:

DTI has recorded about 600,000+++ helmets that has been issued stickers. More than 3.6 million helmets to go for each rider out on the streets and another good number for their passengers...

DTI will have an extension/satellite offices para mabigyan naman ang iba ng ICC stickers LIBRE LANG PO ITO pero hanggang sa katapusan lang ng July ito. Pagdating ng August 1 may bayad na po

Narinig ko din sa usapan na ang una nila huhulihin ay yun mga walang helmet muna at matapos ang taon na ito saka isusunod ang mga walang ICC sticker eh kesa naman mag antay pa ng matapos ang taon mabuti nay un mag siguro na tayo mga kasama BAKA MAGSISI dahil walang ICC “,)

Sandali lang naman ang proseso pagdating mo dun it will be inspected then approved kaya wag na kayo mag atubili punta na dun or go to your nearest DTI offices at mag inquire na para sa inyong ICC sticker… siguraduhin niyo lang na naka list yun brand niyo na helmet sa mgqa na approve.

Helmet law now in full swing

AN ACT mandating all motorcycle drivers to wear standard protective motorcycle helmets while driving is now in full effect nationwide.

The memorandum circular on the Republic Act (RA) 10054 or the helmet law issued on December 26, 2011, was already received by all regional offices of the Land Transportation Office (LTO), Department of Transportation and Communications (DOTC) and the Department of Trade and Industry (DTI).

CITOM Resolution regarding the Helmet ICC sticker law

CEBU CITY TRAFFIC OPERATIONS MANAGEMENT BOARD HELD ON July 16, 2012 AT 9:00 A.M., AT CITOM OFFICE CONFERENCE ROOM

A Resolution respectfully requesting Honorable Mar Roxas, Secretary of the Department of Transportation and Communications (DOTC), and the Honorable Gregory L. Domingo, Secretary of the Department of Trade and Industry (DTI), to defer the implementation of Republic Act 10054.

Whereas, the CITY TRAFFIC OPERATIONS MANAGEMENT (CITOM) board received a copy of RA 10054 of 2009, the DOTC-DTI Joint Administrative Order no. 2011-01 dated December 26, 2011 entitled RULES AND REGULATIONS IMPLEMENTING THE PROVISIONS OF RA 10054, and the LTO Memorandum Circular No. : VPT-2012-1608 issued on January 18, 2012 to all officials and employees of LTO Central and Regional Offices.

Whereas, the following concerns were raised and received by the CITOM board chairman and members regarding RA 10054 and its implementation:

a. That the basis for requiring P101.25 as fee in obtaining the appropriate sticker from DTI are not provided in RA 10054 and the DOTC-DTI Joint Admin Order 2011-01;

b. That the reasonableness of the imposition of the P101.25 fee is questionable considering that most of those who are using motorcycles as a main mode of transportation generally belong to the low to mid income earners, plus their valuable time is needlessly consumed in their application processing and inspection of their helmets;

c. Owners and/or drivers of most motorcycles who have already purchased helmets from stores prior to the effectivity of RA 10054 are unfairly treated because the law is made applicable to them despite the fact that they have already legally purchased these helmets before the law took effect with full trust and confidence to the government agencies of the standards of these helmets upon their purchase, despite the fact that most helmets locally purchased, even recently, already have the previous DTI issued PS or ICC marks which are no longer valid under the new Joint Administrative Order, thus, they should not be penalized with additional burdens;

d. Despite the provision in RA 10054 and the DOTC-DTI joint Admin Order section 13.1 of a mandatory six (6) months national information and education campaign after the approval of the Joint Admin Order on December 26, 2011, there are still many motorcycle owners/drivers and passengers who are not knowledgeable with this law, all its important provisions, and its implementing rules, thereby causing confusion and concern among the motorcycle riding community. There is still confusion on what is an approved “standard” helmet, whether full face or not, and other allowed or disallowed specifications, plus other concerns which were not clarified in the guidelines.

e. Despite the availability of various media outfits for this purpose (radio, TV, print, billboards, etc.), there are still no visible or audible efforts to translate to local dialects the details and provisions of this law which would have surely helped in its promotion and public information dissemination.

f. On Joint Admin Order section 4.2 it is stated “The DTI shall consider the recommendation of law enforcement units, LGU’s and NGO’s to ban full faced helmets for crime prevention and detection and other security reasons”, thus this provision shall add to the confusion as to which standards to follow, or what helmets will be allowed in a particular locality.

Wherefore, in view of the foregoing,

It is hereby resolved that CITOM respectfully requests Honorable Mar Roxas, Secretary of the Department of Transportation and Communications, and the Honorable Gregory L. Domingo, Secretary of the Department of Trade and Industry, to defer the implementation of RA 10054 until the foregoing concerns are fully addressed.

Resolved further to provide copies of this resolution to Honorable Mayor Michael L. Rama, Cebu City Mayor, and the Honorable members of the City of Cebu.

Resolved finally to provide a copy of this resolution to His Excellency, President Benigno Aquino III, President of the Republic of the Philippines. Carried and Approved Unanimously by the CITOM Board.

Acquiring ICC stickers for helmet

Does your present helmet has an ICC sticker? This is one requirement of a new law which will be implemented starting August of this year. Unfortunately, we do not receive a lot of updates about this either in news print or tv. Hopefully our co-riders who do not have access to the internet or those who does not care about any motorcycle law will not be shocked when they are apprehended on August due to not wearing a helmet with ICC stickers or with DOT mark.

For those who are aware of this law, let me share a sample application for in getting an ICC sticker for those helmets that was bought without them.

This sample application form was shared by my co-club member in PBRC, Martin Nuke (thank you boss for the share). Processing fee is Php 100 and the sticker cost Php 1.25.

According to Senior Trade and Industry Development Specialist Violeta F. Farro of DTI : "kailangan na magsadya sa kanilang tanggapan ang mga motorista upang mag-sumite ng aplikasyon at malagyan ng ICC sticker ang kanilang mga helmet. 

Dagdag pa niya, ang mga motorista na may helmet at dati ng may ICC sticker ay hindi na sila kailangan mag-aplay kung hindi magsadya pa rin sa kanilang tanggapan upang masuri ito.

Dapat rin na matibay ang bahagi ng helmet at kumpleto, hindi basag at walang sira, nakikita dapat ang brand name nito at hindi ito pinalitan, kailangan din na may kalidad at pasado ito sa pagsusuri ng DTI.

Ito ay batay pa rin sa BPS memorandum circular no. 01-A.

Ayon pa rin kay Farro, makikita din sa tanggapan ng DTI ang talaan ng ibat-ibang brand ng helmet na kailangan isyuhan ng ICC sticker."

Just remember, if you just purchased your helmet and you know that it passes the industry standard, then just get an ICC sticker. If your purchased your helmet "sa suking tabi-tabi", don't bother to get an ICC sticker as your helmet may not pass the test.

LTO suspends issuance of driver’s licenses

MANILA, Philippines - The Land Transportation Office (LTO) stopped issuing driver’s licenses since Monday, citing a “system problem” on the part of Amalgamated Motors Philippines Inc. (Ampi), that supplies the license card.

“We encountered problems in the system and the problem was resolved already as per latest report,” said LTO Executive Director Alfonso Tan in a text message on Wednesday afternoon.

The cause of the “system problem’ was not revealed. Tan only said that the LTO resumed processing applications for driver’s license on Wednesday afternoon.

Reports said that the “system problem” could be pinpointed to the new license design adopted by Ampi. Tan, however, refused to comment.

“Right now, [the problem] was caused by a system problem. We disallowed the new design, pending evaluation and approval by the LTO and the DOTC [Department of Transportation and Communications],” added Tan.

Earlier, Ampi and Realtime Data Management Services Inc. successfully sought an injunction before the Regional Trial Court in Quezon City against the bidding for the supply and delivery of driver’s license cards to the LTO.

The injunction was issued on June 1.

The DOTC said it will appeal the decision before the Court of Appeals (CA). It recently said that it was in discussions with government lawyers to have the injunction lifted.

“The DOTC, through the Office of the Solicitor General [OSG], will elevate before the CA the issuance of a writ of preliminary injunction by a Quezon City court in relation to the bidding of the new LTO IT system,” the agency said in an earlier statement.

The OSG said the trial court’s decision was a violation of the Constitution. “The ruling made by Judge Afable E. Cajigal of RTC-Branch 96 was an outrageous and flagrant violation of Republic Act 8975, which prohibits the issuance by lower courts of orders of injunction, among others, against national government infrastructure projects,” the OSG was quoted as saying in the statement.

The DOTC already started the bidding process for the P8.2-billion LTO-IT project in anticipation of the expiration of the contract with Stradcom Corp. in February next year. The new IT system will provide a viable and long-term solution to address the previous system’s issues.

Under the present automation set-up of the LTO, key data such as vehicle registration are handled by a third-party provider and not by the government. The 13-year-old LTO IT system is no longer responsive to current land transportation regulation requirements, said the DOTC.

“For more than a decade, the weaknesses, loopholes and oversights of the original contract have become evident. More important, the government does not own the system, does not hold the data, and had to pass through a third party-solutions provider to access the data,” the DOTC said.

The new LTO-IT system, once in place, will make it easier for authorities to access relevant vehicle information specially in tracing stolen vehicles. The system will interface seamlessly with another Road Transportation IT Infrastructure Project phase, the Land Transportation Franchising and Regulatory Board (LTFRB) component.

Once the automation systems of LTO and LTFRB are up and running, the government will be able to eliminate cases of public utility vehicles (PUVs) securing an LTFRB franchise without LTO registration, as well as PUVs that are registered with the LTO but has no LTFRB franchise.

DTI: MOTORCYCLE DRIVERS CAN SECURE ICC/PS HELMET STICKERS




Good news! The Department of Trade and Industry announces that motorcycle drivers who owned an old or previously purchased motorcycle protective helmet can secure the required ICC or PS stickers to avoid apprehension starting August 1, 2012.


Bad news! For now, motorcycle owners/drivers have to wait for the announcement from DTI when the stickers shall be available for distribution, says DTI Regional Director Asteria Caberte during theDyAB Traffic Summit early today.


The stickers are available at P1.25 only but the motorcycle drivers have to pay the processing fee of P100 upon securing the sticker at the DTI. Caberte warned motorists of the scam selling fake ICC and PS stickers as their agency is filing charges against an individual who was caught selling it.


The ICC (Import Compliance Certificate) sticker is issued to all imported helmet while the PS (Product Standard) sticker is issued to all locally-manufactured helmet.


Most of the available motorcycle protective helmet in the market is imported. Though, according to Director Caberte there are already local manufacturers that passed the standard requirements.
The DTI has listed 49 brands of approved motorcycle helmet. The most popular brand is “Index“. Here’s the partial list of the brands of helmet issued with the ICC  mark:

CB110 with Rim instead of Mags

I'm posting this as a reference for other CB110/Twister owner who are planning to change their wheels.

We know that CB110/Twister comes with mags but if you have the money, then you can change it to rims and it will still look good.

For the picture, I got it from a post in Facebook (CB110 Modification group). So don't ask me for the specs of the rim and tire as I do not know anything about it. New law gives motorists 2 more months to comply with helmet regulation

MOTORCYCLE riders have only two more months to comply with the standard helmet provided in Republic Act 10054 or the Mandatory Helmet Act of 2010.

In yesterday’s multi-sectoral forum, the board, represented by the Department of Transportation and Communication (DOTC) and the Department of Trade and Industry (DTI), said it aims to clarify the implementing rules and regulations issued in the joint administrative order last Dec. 26, 2011.
This mandates “all motorcycle riders to wear standard protective helmets while driving.”
By August, the Land Transportation Office (LTO) will no longer tolerate the use of ordinary helmets.
The Bureau of Product Standards emphasized the use of full-faced, half-faced and half-head helmets that bear Import Commodity Clearance (ICC) marks or Philippine Standard (PS) stickers.
Deadline
LTO Regional Director Raul Aguilos said that “by first week of August, we shall conduct special operations to implement special provisions of RA 10054. Anyone caught violating shall be penalized.”
Erring motorcycle riders have to pay a fine of P1,500 for the first offense, P3,000 for the second offense and P5,000 for the third offense, and P10,000 (plus confiscation of the driver’s license) for the fourth and succeeding offenses.
Aguilos said the mandatory use of protective standard helmet is considered a pro-active and preventive approach in the effort to secure motorcycle drivers and their passengers.
Meanwhile, the Department of Trade and Industry (DTI) has started its mandatory inspection on all helmet suppliers and dealers.
It is also mandated by law that helmet manufacturers and importers also need to secure a PS license or an ICC mark before selling and distributing their products.
Manufacturers who don’t comply will have to pay a fine of P10,000 to P20,000.
Supply
DTI 7 Regional Director Asteria Caberte assured the riding public that the region has enough supply of helmets.
With LTO intensifying its campaign to go against erring motorcycle riders, Caberte is optimistic that dealers, retailers and suppliers will comply with the standard prescribed helmets.
It was learned that since the start of the inspection, many dealers have returned their old substandard helmets to their suppliers.
The information campaign drew negative reactions among “habal-habal” drivers and some motorists, especially those who bought other types of helmets before the DOTC and DTI issued the implementing rules.
Motorcycle owner NiƱo Libona still thinks he cannot afford the helmet, as he has other priorities in life.
“Hasol na kaayo gawas nga mahal.. kung ibilin sa motor, way ciguro nga kawaton pa gyud (It’s too much hassle and too expensive…if I leave it on the motorbike, it will probably get stolen),” he said.
A certain Nelson, who hails from Dumaguete City, said he still finds the law impractical especially in their city where roads are narrow.
The Mandatory Helmet Act of 2010, authored by Sen. Ramon Revilla Jr., requires all motorcycle drivers and their passengers to wear helmets at all times and imposes stiff penalties on violators.

Saw this ages ago and have been meaning to find the time to do a blog post about it. It’s 8:30pm on a Saturday night and I find myself living the high life on the couch in front of the TV with a laptop on my…um…lap.

I’d like to tell you a lot more about this … um…box thingy but their website is fairly shite.

I’ve worked out that it is electric, charges in 1 hour (with optional charger), can travel at a tad over 50km/h and is two wheel drive.



The company says it has an “Areodynamic* design. Very low vehicle drag coefficient”

Surely they lose credibility with this claim when the top speed is 50km/h. Aerodynamics isn’t going to have any effect with Morgan Freeman’s twin brother perched on top.

They also say…“all surface road terrain capable AWD, at demand sport performance, amazing feeling with a ”riding on rails” type of handling and stability”… aw FFS, how stupid do you think we are!
You can choose from 10 box colours and either black or tan seat. Here’s one I configured in red. Being so aerodynamic AND red, it’s sure to be faster than the other colours.

They cost US$3,995 as standard but if you want a three year warranty, a heated seat, a 1hr charger and CORE whatever that is then you can add a further $1,500+.

They showed the BOXX at the Portland 2012 International Auto Show.

I wish these guys luck, I really do. It’s not turning me on at the moment but neither would the Reitwagon if I was around in 1885
